PUNDITS VOICES SCEPTICISM ON SHANGHAI’S “CLUSTER” PLAN

Shanghai will need to provide more details of its plans to compete on the world shipping stage if it is to prove a success, analysts have claimed.

The Chinese government last week gave Shanghai the go-ahead to launch an action plan that it hopes will see it take on London as a world shipping centre by 2020.

Premier Wen Jiabao chaired a meeting at the state council that backed plan to speed up the development of Shanghai’s service, manufacturing, financial and shipping industries.

The scheme  involves boosting Shanghai’s growing container and cargo throughput by developing a financial environment for the city’s shipping industry. It is hoped that this will create a “shipping cluster” in Shanghai, as sources from all the ports on the Yangtze River are pooled into the region’s largest city.

Li Shaode, chairman of Shanghai based China Shipping Container Lines Company praised the plans which he claim will cut logistics costs for shipping players. “This will create a “cluster effect” for the shipping business in Shanghai and the Yangtze River Delta region, attracting more volume and in turn increasing business and profitability” Li said.

The focal point of this policy is the construction of the International Shipping Service Centre. This venue aims to attract multinational shipping companies and institutions involved in a number of related sectors including finance and insurance.

But Zhang Tingting, managing director of think tank and event organizer Yangtze Business Services, says it is still unclear how the city will evolve into an international shipping hub. She adds that little known is known about the new centre, including how much it will cost and when it will be opened. 

Work on the 550,000 square metre building, located opposite the Lujiazui Financial Zone on the Puxi side of the Huangpu River commenced a few days ago.

Zhang said “I still cannot see how a cluster effect will be developed through this policy”.

“And it is already well understood that Shanghai is the main focus of attention for the government on the Yangtze, and that Ningbo and Jiangsu have to pool resources to help it grow. There is much work to do on this strategy”.

Shanghai has become the busiest cargo port in the world in recent years. It also boasts the world’s second largest box throughput traffic.

The Chinese mainland had five of the world’s top-10 ports by volume in 2008 but Beijing is keen to develop a hub to rival London in terms of high-end finance, leasing, marine insurance and capital settlement.

Shares in China Shipping and port operator Shanghai International Port (Group) Company both surged 10% in Shanghai after the state council announced the plans.
