劳氏船级社八月一日发表之法例提醒笫 09/2012号中指出沃洲海事安全局己于网上发表海事通告第11/2012, 该号通告澄清和替代第 07/2012号上对所有进入沃洲海域船上电子海图之安装和用法之指导.鉴于电子海图安装之法例已于 201271日开始执行, 希望船东和经营者立即查看他们公司每条船船上之安全设备证书” (Safety Equipment Certificate) 是否有包括电子海图在内, 否则应马上与船级社联系和改正, 以免船到沃洲时被PSC扣留

Further to Classification News No. 09/2012, the Australian Maritime Safety Authority (AMSA) has issued Marine Notice 11/2012 – Guidance on ECDIS for ships calling at Australian ports, available on their website here. This supersedes the previous Notice 7/2012.
The Notice aims to clarify some of the emerging issues relating to the carriage requirements for Electronic Chart Display and Information System (ECDIS) and provide guidance to ships fitted with ECDIS calling at Australian ports.
Two flow charts that address ECDIS related issues and which will be used by AMSA’s Port State Control Officers (PSCO) are included.
The flow charts outline ECDIS-related implementation and operational issues and the related deficiencies that could be invoked by AMSA’s PSCOs. The assessment of any ECDIS-related deficiencies (along with any remedial action determined) may vary, depending on the circumstances of each case.
AMSA’s PSCOs will increasingly focus on the means by which ships meet their SOLAS chart carriage requirements and the effectiveness with which the navigational task is being conducted.
As mandatory carriage of ECDIS is being phased in from 1 July, 2012, owners and operators of ECDIS-fitted ships are encouraged to take the guidance in Marine Notice 11/2012 into account.
What should owners and operators do now?
Shipowners and operators should check whether ECDIS is shown on the vessel’s Record of
Safety Equipment (i.e., Form E, Form C or Form P). If it is and you think that the arrangements on board do not fully comply with the Australian requirements then you should contact the issuer of the certificate for further advice.

The Australian Maritime Safety Authority (AMSA) has issued Marine Notice 11/2012 - Guidance on ECDIS for ships calling at Australian ports.

The notice aims to clarify some of the emerging issues relating to the carriage requirements for Electronic Chart Display and Information System (ECDIS) and to provide guidance for ECDIS-fitted ships calling at Australian ports.

As the mandatory carriage of ECDIS will be phased in from 1 July 2012 onwards (depending on ship type, size and construction date, as required by SOLAS regulation V/19.2.10), ship operators, masters and navigating officers of ECDIS-fitted ships are encouraged to take this guidance into account.

Two flow charts that address ECDIS-related issues, and which will be used by AMSA's Port State Control (PSC) inspectors, are attached to the end of the document.
