“MSC Napoli” 轮事件

上月18 英旗集装货箱船 “MSC Napoli”号于英伦海峡遇到恶劣天气,机舱进水导致主机失灵,船长发出求救信号并下令弃船.英国海事处 (MCA)为避免船上燃油污染海岸起见,派出拖轮准备将它拖到附近港口 Portland harbour, 但途中因船身发生裂缝( 1),为防止该轮沉没,政府决定把该轮拖到适当地点然后将它搁浅.(2 & 3)

拯救单位- 英国Maritime and Coastguard Agency (MCA)

18/01/07   At 10.30 hours this morning Falmouth Coastguard received a MF DSC distress call from the British registered vessel MSC Napoli.

The vessel is a 62,277 GRT container vessel with 26 crew.The crew have abandoned the ship to lifeboats.

The weather on scene is south-westerly severe gale force 9, with 8 to 9 meter swells.

The priority is to rescue the crew from the ship’s lifeboat.

19/1/07              Coastguards are on alert tonight after severe gales rocked a beached cargo ship throwing up to 50 containers into the sea as she suffered a 35 degree list to starboard. ( 4 & 5)

The vessel is carrying 2,318 containers, 158 of which are classed as hazardous according to IMDG codes.

23/1/07             Since the vessel was run aground, there has been a minor leakage of oil from the crack in the port side which has now been stopped.

24/1/07              By midday today over 275 tons of oil had been removed from the portside tank #6. Pumping rate is 30 tons per hour.

07/02/07            314 containers have been removed.

18/01/07            The MSC Napoli is a 1991 built 4734 TEU container ship managed by Zodiac Maritime Agencies Ltd of London. The vessel sailed from Antwerp on Wednesday 17/01/07 bound for Sines, Portugal carrying 2,394 containers. At10.30 yesterday morning, the crew on board the MSC Napoli, sent a distress signal when in the very poor weather and sea conditions encountered in Northern Europe the vessel began to take on water through a sudden and unexpected longitudinal crack on her starboard side shell plating in way of engine room. Her crew had to abandon ship and we would like to express our public thanks and appreciation to the emergency services of the French and the U.K. Coast Guard for their prompt and effective intervention. ( 5,6,7,8 & 9).

    

    

30/01/07            The salvage team is lightening the ship by removing 1,830 tons of fuel, half of the fuel oil on board has now been removed. The vessel was carrying 2,318 containers, of which 103 were lost. A total of 57 have now been accounted for.

02/02/07            A total of 128 containers have been discharged from the ship.

“This statement is to inform the House of the events surrounding the beaching of the MSC Napoli at Lyme Bay, east of Sidmouth. The chain of events began on the morning of 18 January. During severe weather conditions, the MSC Napoli a UK registered vessel, experienced difficulties on the French side of the English Channel, 40 miles off Cornwall. The MSC Napoli’s master made the decision that the danger was sufficient that the crew should abandon the ship. Despite the heavy seas, all of the crew were successfully rescued by UK helicopter from Royal Air Station Culdrose.

In accordance with the Anglo-French Joint Maritime Contingency Plan and on-scene assessment of the condition of the MSC Napoli was that the least environmentally risky option was to tow th3 vessel to a place of refuge in UK waters.

Accordingly, Portland Harbour was selected. A tow was attached on the evening of 18/1/07. However, in the early hours of 20/1/07, the MSC Napoli’s condition began to worsen significantly due to continuing severe weather and it became clear that it would not be possible to reach Portland. The decision was made to turn the vessel towards an identified beaching site in the sheltered waters of Lyme Bay.

On the evening of 20/1/07, tugs attempted to pull the MSC Napoli harder aground. At this time there was some leakage of oils into the water and a boom was deployed around the ship to contain it. The oil leaking from the MSC Napoli created an 8 km wide sheen.

Because of the fast moving nature of this incident, I anticipate making a further statement to the House next week.”

海员工会- Nautilus UK, the union for maritime professionals

Nautilus UK has called for a “full and fast” inquiry into the circumstances surrounding the near loss last month of a British flagged containership.

Nautilus says it wants an investigation into the incident to examine such issues as:

-the training and qualifications of the mixed nationality crew

-the quality of the checks on ships coming to the UK flag

-the operational history of the MSC Napoli

-the design and construction of containerships

This is a serious incident and we are pleased that all the seafarers are now safe. However, it is ironic that this incident involved a British ship with six different nationalities on board, and we were taking part in high-level meeting to discuss concerns over the way the government has allowed an increasing number of foreign seafarers to serve on red ensign vessels.

25/1/07             Former owner CMA CGM has issued a very short but clear statement rejecting suggestions of a link between the ship’s 2001 grounding off Singapore and the structural damage it suffered in the English Channel last week.

The statement says: “The CMA CGM Normandie, renamed MSC Napoli, was in a perfect state of repair when sold to the company Zodiac in 2002. The parallel drawn by some between the damage suffered by the MSC Napoli off the Coast of Devon and the grounding of the vessel in 2001 is technically unfounded.”

24/01/07            下午开始 transfer fuel oil from the double bottom fuel tanks.

29/01/07            11.15 a.m. 卸出第一个货箱.

08/02/07                By 08.00 hrs today, 3,212 tons of fuel had been transferred from the ship.

314 containers had been discharged.

3,532 tons of fuel from double bottom tanks had been transferred

Weather deteriorated.

结论-

这本来是一件很普通的海难事件, 但因船的搁浅是被拖上去的所以就跟别的事件有点不同.(当时船上无人是条空船).根据当时现场的情况政府这个决定是正确的.英国的航运业历史悠长,事后就有来自各方面专家和有关单位的批评,责问和猜疑, 把事情搅到沸沸扬扬. 对这件海难英国政府和海员工会将会进行调查, 但在这之前交通部部长经已二次向国会解释政府所采取的步骤.从此可看到他们办事的认真.
