CHINA READY TO SUSPEND GROWTH FOR SAFETY by Adam Corbett in London
China’s government is ready to suspend domestic shipping companies for failing to meet safety standards in an attempt to address a dramatic increase in the number of accidents in its waters.
A top-level government meeting took place last week following the publication of figures that showed that in the first half of 2010 alone the country suffered 123 marine accidents with the loss of 83 ships and 136 lives. At the meeting, Vice Transport Minister Xu Zuyuan said that domestic shipping companies with poor safety records should be prevented from expanding. He told domestic shipping companies that they need to protect seafarers through education and training.
In World Cup year, he said he wants to see the Chinese Maritime Safety Administration granted powers to issue a yellow and red card system. After the final warning, shipping companies could be stopped from operating if they persistently fell foul of local maritime law.
He said shipping business, including shipmanagers would have to reach higher safety standards and employ a higher number of seafarers before winning approval from the government to operate.
In a separate move, China’s Ministry of Transport has also told the country’s major terminals and shipping companies to improve weather management and response systems. The order comes as congestion and waiting times at Chinese ports increases, leaving ships vulnerable to extreme weather at anchorage.

Developments in the Gulf of Mexico oil spill by U.S. Green Business
Monday. May 31, 2010 1:08am EDT (Reuters) - Here are developments in the Gulf of Mexico oil spill, the largest in U.S. history:
* After BP Plc said the complex "top kill" maneuver to plug its Gulf of Mexico oil well had failed on Saturday, it is moving to the next option -- the lower marine riser package cap, which will capture oil from the well rather than plug it.
* The company will know by the end of the week whether the new containment effort has worked, BP Managing Director Robert Dudley said Sunday on NBC's "Meet the Press."
* Government scientists estimated that cutting the riser pipe coming out of the blowout preventer to prepare for the next containment option could result in a temporary oil flow increase of up to 20 percent.
POLITICS
* President Barack Obama, in Chicago for the Memorial Day weekend, called the oil spill "as enraging as it is heartbreaking" after the top kill failed.
* Democratic lawmakers stepped up their calls for action. Congressman Ed Markey called the spill an "environmental crime" and Senator Mary Landrieu demanded BP invest $1 billion in wetlands protection.
* On Sunday, the president ordered government and contractor clean-up resources in areas affected by oil be tripled.

* "This is probably the biggest environmental disaster we have ever faced in this country," top White House energy adviser Carol Browner told "Meet the Press."

5. -马来西亚 AET (American Eagle Tanker) 公司之 “Bunga Kelana 3” 号油轮左舷 (1998) 105784-dwt 25 日于新加坡东北外海被货轮 “Waily” (1983) 25488-dwt 撞穿一个大洞导致 2000吨原油排进海中. (图 4 & 5).
四：买卖/租贷 (S/P & Chartering)
1. S & P
The Panamax M/V PIRO (73,726 dwt 1997 blt Sumitomo) is reported sold for US$ 27m to undisclosed buyers. A post-Panamax, M/V PB PHOENIX (97,161 dwt 1989 blt Imabari); she was an Aframax tanker until converted in 2008, has been sold for US$ 16m to Greek buyers.
On Handymaxes, the Japanese controlled open hatch/box hold handysize M/V FORTUNE EXPRESS (30,109 dwt 1998 blt Naikai S.B.) has been committed at a very firm level of US$ 21m to Turkish interests. On overage tonnage the Chinese controlled M/V DA FU STAR (41,093 dwt 1984 blt Oshima S.B.) has been sold for US$ 8.1m with ss/dd freshly passed. Sales of older vessels include the Cape size M/V SILVER CONSTELLATION (146,351 dwt 1986 blt NKK) at US$ 10m, reflecting her special survey status which is past due.
The big sale of the week was in the Handysize sector. Russian Buyers Apsis Globe have purchased four 32k Handysize Bulkers from clients of Norden for US$ 110m enbloc. The vessels which are built at Jiangmen Nanyang shipyard and consist of M/V NORD SHANGHAI & M/V NORD MUMBAI (32,688dwt 2009 blt Jiangmen Nanyang) and two further sister units due for delivery from the yard within the end of 2010 namely M/V NORD MANILA and M/V NORD COPENHAGEN.
In the Tanker s+p market, the U.S.based Ridgebury Tankers, subject to its upcoming IPO, has agreed to purchase three Teekay’s suezmaxes, M/T JIAOLONG SPIRIT, M/T TIIANLONG SPIRIT and M/T SHENLONG SPIRIT (159,200 dwt 2009 blt Bohai) for US$ 70.6m each. The vessels will continue to participate in Teekay’s Gemini Tankers pool after delivery.
Undisclosed Greek buyers have paid US$ 24m for the double hull M/T OLINDA (149,258 dwt 1996 blt Ficantieri). Finally, MR tanker M/T PACIFIC SERENITY (47,999 dwt 2003 blt Iwagi Zosen) has been sold to Singapore based buyers for US$ 24.7m.
