PSC accuracy vital One unexpected development to the grounding of the 3,209-teu Rena (built 1990) is that it has again raised a question mark over the reliability of port-state-control (PSC) records. A quick glance at the PSC records on the Tokyo Memorandum of Understanding (MOU) website shows a succession of occasions where the boxship ran up high levels of deficiencies and even one detention. The records show that at its last inspection at Bluff, New Zealand, in late September, the ship had 19 deficiencies, although none of them were new, indicating they remained from a previous inspection. The inconsistency is demonstrated by the fact that this came just seven days after a PSC inspection in Port Botany, Australia, cleared the ship as only having one fault. Shipowner Costamare is adamant it verified at the time when the Rena was inspected at Bluff that no new faults were found and a series of deficiencies that had been pointed out at an earlier inspection at Freemantle in July had been fully cleared up. But that is not the way it comes across on the PSC database and the owner’s complaint has not led to any changes in the record. Getting it right is important as PSC records have become a vital part of the vetting process. And as those involved in the Rena have found, running up a number of deficiencies is a major factor in a ship being identified as a priority for inspection. 贸易风周刊 10月21日 Boxship pulled up four times for multiple problems before crash The Tokyo MOU port-state control (PSC) records show that the 3,351-teu containership Rena (1990) was pulled up for multiple deficiencies four time and detained once in the four months before it crashed on the rocks at Astrolabe Reef in New Zealand. The Tokyo authority’s figures seem to counter owner Costamare’s comments that the vessel was without any PSC deficiencies at its last inspection prior to the accident. Records show the last inspection at Bluff, New Zealand, uncovered 19 deficiencies less than a week before the grounding. None of the deficiencies were new also suggesting they were a continuation of 15 deficiencies that had been spotted at two separate inspections at Freemental on 21 and 22 July. The 22 year-old vessel’s recent run-in with the PSC authorities appears to have begun with an inspection in Shenzhen, China when surveyors uncovered a total of 18 new deficiencies, although none of them were severe enough to merit detention. The lack of detention despite the numerous deficiencies spotted suggests the owner was addressing the faults. But the problems have been taken in New Zealand as a sign of the poor quality of the ship. (图 1 and 2)
