Recently issued data indicated that China's maritime economy has become a new engine for growth, as it has grown faster than the country's actual GDP in recent years.
The sector saw a 13.5-percent annual growth rate during 2006-10, exceeding the overall economic growth rate. Its total output last year hit 4.56 trillion yuan ($720 billion) in 2011, more than double that seen in 2006, according to data released Thursday by the Ministry of Land and Resources.
With output accounting for 9.7 percent of the nation's GDP last year, the maritime sector also employed 34.2 million workers, the data showed.
Traditional maritime industries have continued to expand. China now has the world's greatest shipping capacity, as its 20 ports each have an annual cargo throughput capacity exceeding 100 million metric tons. China is also the world's biggest ship manufacturer, exporting vessels to 169 countries and regions.
Emerging maritime industries, such as offshore wind power and tidal power-generating electricity projects, are being commercialized or are in trials. Other new trends, such as extracting metal from seawater and maritime entertainment services, are also developing rapidly, according to the ministry.
China's coastline measures 32,000 km in length, according to the ministry's data. The country also has more than 6,500 islands and islets measuring 500 square meters in area and administers nearly 3 million square km of maritime territory.

A growing number of influential interests are getting behind the proposals that would eventually see a degree of certainty over the weight of containers, an issue that has been something of a scandal for many years. With a worrying list of incidents in which the weight of containers has been found to have prejudiced the safety or stability of ships, the International Maritime Organization’s sub-committee on Dangerous Goods, Solid Cargoes and Containers has been asked to prescribe a mandatory solution at its next meeting this September. It should be noted that already today, SOLAS requires the shipper to provide an accurate container weight declaration, but this requirement is often not met or enforced by the SOLAS parties.

BIMCO has joined with flag states and a number of non-governmental bodies to call for all containers to be weighed before they are loaded aboard a ship, as it seems voluntary recommendations have often fallen on deaf ears. BIMCO Secretary-General Torben Skaanild has pointed out that such a measure would improve safety aboard ship, in ports and on the roads and that there is no reason to continue the tolerance of inaccurate data on container weights.
Hopefully, this time around there will be widespread support for the measure which, it might be thought, becomes ever more important as the numbers of containers carried by sea continues to increase. Hitherto there have been objections at the cost of such measures and the alleged delays that the weighing of containers might cause in terminals.
 

Panama Canal Expansion About Halfway Finished          巴拿马运河拓宽工程己完成一半如顺利的话可望于2014年初开始运作.( 1).

Expansion of the Panama Canal, which began five years ago, is now about halfway finished, according to the government agency overseeing the project.

The Panama Canal Authority revealed Sept. 25 that the project, which is expected to double the canal’s capacity by 2014, was almost 45 percent complete as of Aug. 31, 2012. The project, which was officially kicked off in September 2007, creates a new lane of traffic along the canal by constructing a new set of locks.

The expansion “is moving forward at a good pace,” according to Panama Canal Administrator/CEO Jorge Quijano.

Among the project’s components are the excavations of new access channels, the widening of existing channels and the deepening of navigation channels. The expansion is expected to allow post-Panamax ships to travel through the canal en route to East Coast terminals, something that could negatively affect West Coast vessel traffic.

A key component of the expansion is construction of two new ship lock system complexes -- one each on the Atlantic and Pacific sides. The current lock system lifts ships of up to 85 feet to the main elevation of the Panama Canal and down again. According to the Authority, design and construction of the expanded locks, which could accommodate larger ships, has reached 31 percent.

The locks gates are being fabricated in Italy and the first four gates should be shipped to Panama during the first quarter of 2013, according to the Canal Authority. The contractor’s expected to complete the main lock structure and begin pre-commissioning tests in the dry during the first quarter of 2014, with flooding of the locks and final commissioning then planned to start in September 2014.
