对船东和保险业来说这是一个担忧的星期, 因为二宗海难发生的原因可能是货主对货箱内容和重量的申报有误所引起. 上个月MOL Comfort’ 一艘 8,000箱位, 船龄仅五岁的货船于阿拉伯海断成二段 ( VFB#172-海难),  虽然几个超重的货箱会导致一艘大轮船身发生烈痕甚至折断是有点非可思议,但事实证明它的可能性, 前在英伦海峡出事的 ‘MSC Napoli’ 就是一例还有就是近年来几艘货箱船在航行中货箱发生爆炸引起大火,有鉴于此世界航运界正在大力推行每个货箱在装上船前必需过磅和实报货箱内之货物的要求以确保船只,货物和海员的安全…..

It has been a worrying week for containership owners, and perhaps those who insure them and their cargoes, with the structural failure of the  ‘MOL Comfort’ leaving the two halves of the 8,000 TEU vessel wallowing several miles apart in the Arabian Gulf. Then a short time later one of the largest containerships afloat was forced to divert, after what could have been a serious cargo fire, had been extinguished by the vessel’s crew.
Hopefully, the two halves of the severed ship remaining afloat will be salved and ought to provide plenty of useful forensic evidence about this casualty, while the limited conflagration on the larger ship ought also to provide information on why such a fire started. The industry needs to know more about the chains of events that caused such casualties, with so much
investment (and seafarers’ lives) at stake on the oceans of the world.
One possible line of inquiry, which coincidentally might involve both these very separate accidents, could involve the weight and contents of containers, which has long been a matter of contention throughout the industry. The limited ability to verify container weights has been a concern, virtually as long as these ubiquitous boxes have been carried by sea, while imprecision of the descriptions of contents, notably when this involves hazardous cargo, has long been a scandal and has contributed to the loss and serious damage of a worrying list of ships.


It might seem difficult to believe that overweight boxes might have contributed to a very large ship breaking in half, except that such has been identified before, most notably after the structural failure that led to the loss of the ‘MSC Napoli’ in 2007. In this case, the accident investigators endeavoured to weigh all the boxes that were recovered from the beached wreck and a substantial number of these were found to be in excess of the manifested weight, which of course was used to plan the stow.


And while the ‘MSC Napoli’ was a much smaller ship (albeit a post-Panamax) than the ‘MOL Comfort’, containership Masters have become quite accustomed to finding substantial discrepancies between the weight that is “stated” to be aboard their vessels and the weight as indicated from their draught and own calculations. A recent report told of a discrepancy of no less than 6,000 tonnes, aboard a large containership, which seemed to indicate something of a cavalier attitude to the need to provide accurate weights.


BIMCO, in conjunction with its partner organisations, has been working hard to ensure that both weights and contents are subjected to a greater degree of precision, notably at the IMO, as members know exactly what is at stake when there is structural failure, stability problems or indeed a fire at sea caused by the ignition of hazardous goods. And while it will doubtless take some time to discover the origins of these two very different accidents, the fact that they have happened at all ought to provide some necessary emphasis to those concerned with container cargo declarations. Five year old containerships ought not to be breaking in half any more than one of the biggest ships in the world should be menaced by fire. Metallurgy, strength of materials and design parameters will all be scrutinised in the case of the ‘MOL Comfort’, but the weight of the boxes as shipped, will surely be one important track for the investigators to follow.

For months, a fleet of crude oil tanker vessels have waited in line to approach the congested public docks of the Port of Corpus Christi, Texas. The object of their shipping desire is one of the US’ hottest commodities: light, sweet and relatively cheap Eagle Ford Shale crude.

“The longest [wait] I’ve seen is about seven days,” Ray Harrison, the port’s assistant harbor master said last Friday.
On the same day, four articulated tug barges (ATBs) and two ships, all capable of handling between 100,000 to 300,000 barrels, waited for dock space to load the low-cost shale crude. A slew of inland barges was also waiting nearby.

From January through May, outbound crude shipments from the Port of Corpus Christi rose to 342,334 b/d from 264,383 b/d, according to the most recent port data regarding shipments. In January 2012, there were zero outbound crude shipments from the port.
Eagle Ford production has ramped up nearly 10-fold in three years, and is expected to hit 900,000 b/d this year and nearly 1.6 million b/d by 2020.
This month a new public dock capable of handling two 30,000 barrel barges at one time will open.
Late last week, port officials approved construction of another new public oil dock to handle four 30,000 barges. The dock is being constructed in association with a resins plant being built on the premises. It could take up to two years for the dock to go into service.
In addition, two ship oil dock projects will be built on port-owned land but leased to private companies, Brogan said. These docks are designed to load ships with a 500,000 barrel capacity, he said. Both projects have been permitted. Construction should begin within the next 90 days and will take about six to 12 months.
Trafigura Terminals is adding a second deep water dock with a 45 foot draft, and the capability of loading an Aframax-sized vessel at the port. In combination with the company’s current facilities, the new dock would allow the terminal to berth three medium-range tankers and two inland barges at the same time, according to the company’s web site. The dock, being built on private land, should be completed in the next three to four months, Brogan said.

Lloyd’s Register wins Maritime and Port Authority of Singapore (MPA) contract to develop operational procedures and technical standards required to develop LNG bunkering capabilities in the Port of Singapore.

In the contracted work, which has already commenced, Lloyd’s Register will identify technical specifications, LNG bunkering procedures, and development of crew competency for LNG bunkering in the Port of Singapore, to support Singapore in developing its ambitions to develop the capability and infrastructure to supply LNG as a fuel for ships.

Ng Kean Seng, Marine Country Manager for Lloyd’s Register in Singapore, said: "Singapore is supporting efforts to create a clean fuel future for global shipping by developing LNG bunkering operations. We are supporting Singapore in realising that ambition. We have assembled a global team experienced in addressing the requirements and in identifying what needs to be done to really address safety and the operational issues to make safe LNG bunkering possible."

Lloyd’s Register will provide detailed guidance to MPA on what is required to ensure that the technical specifications of hardware are identified; the right operational procedures are established; port safety and emergency planning is provided for; and personnel competence can be developed effectively and put in place.

The first MaK dual-fuel marine diesel engine has been shipped out of the MaK Rostock, Gerrmany factory, announce Caterpillar Marine Power Systems, destined for the first of a new generation of AIDA cruise ships under construction by Mitsubishi Heavy Industries (MHI) at its Nagasaki Shipyard & Machinery Works.

Upon arrival the new engine will be placed in the hull of the AIDA cruise ship now under construction (due for delivery in March 2015) as the first of two vessels ordered by the Costa Group member company. These luxury 124,500 gross tonnage cruise ships will have accommodation for around 3,300 passengers, and will be the largest ever constructed for AIDA Cruises.

With a bore of 460 mm and stroke of 610, the M 46 DF engine is suitable for electric drive propulsion systems as well as mechanical propulsion systems. It has been designed to allow retrofitting of current M 43 C engines (three of which will also power the cruise liner).

The prototypes of a new type of ISO container have recently made their successful maiden voyage while being shipped from Hamburg to Montreal and return. The so-called Tworty Box (Tworty = twenty + forty) allows either for the usage as a standard 20ft box or coupled with another Tworty Box as a fully utilisable standard 40ft box. At the beginning of April the boxes were loaded in coupled condition on board OOCL's container vessel "OOCL Montreal". They were shipped as shippers owned boxes on account of the Belgium headquartered LCL division of global forwarder DHL. Operated as a 40ft unit the coupled boxes were stuffed with 20 tons of break bulk cargo (mainly car parts and granulate) for Canadian consignees.
The Tworty Box has been developed to significantly reduce the shipment of 'containerised air', i.e. to significantly reduce the costly empty positioning often just caused by the imbalanced supply and demand of containers of 20ft and 40ft size. Its outside appearance resembles any standard 20ft container. However the Tworty Box is unique in that it has doors at each end, the second door opens to the inside and can only be locked from the inside. This door can be fixed to the container ceiling and with the use of its special bonding elements another Tworty Box can be joined up, thereby creating a 40ft unit of full value and standard doors at both ends. The Tworty Box prototypes have received full CSC certification for single as well as for coupled operation.

The internationally patented new type of container has been developed by Hamburg based engineering company TWORTY BOX GmbH & Co.

KG, which has been founded to develop and market the innovative concept. The prototypes were constructed by converting two standard 20ft units at special container manufacturer DREHTAINER GmbH (close to Hamburg).

Bulk carriers ‘Katherine’ and ‘Baru Satu’ collided in Aegean sea some 8 nm SW of Gavrio, Andros island, Greece, near position 37 52N 24 33E, at around 23:48 UTC July 3 13, or around 02:00 July 4 LT.
Vessels collided on opposite courses, obviously due to watch officers errors. ‘Katherine’ got a hole portside in Hold 5 area, with ensuing water ingress, ‘Baru Satu’ suffered bow damage, also resulting in water ingress. 9 out of 23 ‘Katherine’ crew went to a Greek patrol boat, the remaining 14 stay on board.
All 17 crew of ‘Baru Satu’ stay on board. Both vessels are slowly proceeding towards some port or place of refuge, maybe even, ‘Baru Satu’ moored to ‘Katherine’ in order to keep her afloat.
