New academy will boost China's marine economy ambitions

China’s ambitions to strengthen its marine economy have been boosted by the signing of a £25 million cooperative agreement between The University of Nottingham, Ningbo Municipal Government and Wanli Education Group (WEG).

The agreement will see the creation of the International Academy for the Marine Economy and Technology (IAMET) at The University of Nottingham Ningbo China (UNNC).

The IAMET will be a purpose-built, state-of-the-art facility that will foster new collaborations with industry.

It will have a dedicated team of international academic leaders and research and business engagement staff, drawing on the input and advice of world-leading academic and industry experts to deliver innovative and internationally-competitive programmes.

Pro-Vice-Chancellor Professor Hai-Sui Yu, who chairs The University of Nottingham’s taskforce on marine economy and who signed the cooperative agreement on behalf of the University, said: “The International Academy for the Marine Economy and Technology (IAMET) will provide a major platform for research, knowledge exchange and commercialisation activities not just for UNNC but also for The University of Nottingham more generally.

“This is a major initiative that will be led from UNNC but supported by The University of Nottingham in the UK and in Malaysia. Ningbo provides an ideal environment and location for establishing and developing the IAMET because of its strong port and shipping industry, rich marine resources, clear international strategies, and its strong scientific research and education base.

“The University of Nottingham, through its campuses in the UK, China and Malaysia, will use its research and knowledge exchange strengths to support the Academy in achieving the Ningbo Municipal Government’s key priorities, and boost Ningbo’s reputation as a leading city in the development of the marine economy.”

Panama Registry allows shipowners grace period for MLC

The Panama Ship Registry will allow shipowners a six month grace period when the Maritime Labour Convention (MLC) enters into force.
Under the grace period, as per ILO Resolution XVII, owners will be able to continue to operate without the MLC certificate and declaration, provided that inspectors have no evidence that the ships do not conform to the requirements of the convention.
The vessels not duly certified before the entry into force of the MLC, may request in a voluntary basis a “short term” certificate for a period if six months to any authorised Recognised Organisation (RO) duly authorised to issue the Maritime Labour Certificate.
The ROs, before issuing such certificate, will conduct a documentary review while the necessary registries are generated for the detailed inspection, the verification of the DMLC Part II and the definitive certification of the vessel. The “short-term” certificate shall annex the report of the documentary revision so that it is available to the corresponding authorities.
“Panama is the first flag to issue a “Short Term- form” giving shipowners this kind of grace period, mainly to help the industry and offer the vessels a comprehensive treatment,” said the head of the Panama Ship Registry Alfonso Castillero.

Thai owners worried about failure to ratify MLC

Thailand’s failure to ratify the upcoming Maritime Labour Convention could cost it dear, the chairman of the Thai Shipowners’ Association has warned. The convention becomes reality on August 20, and Thai-flagged ships could be banned from docking at certain ports around the world, Bhumindr Harinsuit told local media.
Thailand has not ratified the convention but could issue certificates to ships as a temporary relief. "If the Marine Department cannot issue 14 certificates for compliance before the deadline, at least 300 Thai-flagged vessels are at risk of being detained in other countries' ports under new enforcement regulations," said Bhumindr, who is also the managing director of Harinsuit Transport Co.
"Shipowners are bracing for a massive loss if our ships are detained at other ports," said Bhumindr. He called on the Thai government to ratify the labour convention as soon as possible through ministerial regulations governing local seafarers but acknowledged it would need at least one year to come into compliance. One solution is for Thai shipowners to register their ships under another country's flag.
His main concern is that 25,000 Thai seafarers are at risk of unemployment.

Liberia launches online MLC complaints resolution form for seafarers

The Liberian Registry has launched an online Maritime Labour Complaint Resolution Form for seafarers, ahead of the entry into force of the Maritime Labour Convention 2006 on 20 August, 2013.
Liberia has stated it is committed to ensuring seafarers who serve on Liberian-flag ships have decent working and living conditions, a safe and secure workplace and fair employment. It added that seafarers will be encouraged to use the ship’s onboard complaint procedures to resolve complaints at the earliest possible opportunity in accordance with MLC 2006.
However, in the event that a complaint is unable to be resolved onboard, Liberia has provided the online Maritime Labour Complaint Resolution Form to help seafarers resolve all genuine and valid complaints.
Seafarers can utilise the online form to lodge a general complaint affecting specific working or living conditions onboard the ship, or a complaint relating to a single seafarer. The Liberian Administration will take all necessary steps to investigate complaints and ensure that appropriate measures are taken to rectify any deficiencies. All information provided to the Administration will be treated as strictly confidential.
Scott Bergeron, CEO of the Liberian International Ship & Corporate Registry (LISCR), the US-based manager of the Liberian Registry, said: “Liberia was the first country to ratify MLC 2006, and intends to do everything in its power to ensure that it is properly enforced. This is not just a tick-box exercise. If effectively implemented, MLC 2006 will improve and standardize working conditions for seafarers and shipowners alike.
“Liberia’s online Maritime Labour Complaints Resolution Form is a way of ensuring that seafarers on Liberian-flag ships have all possible resources available to them for reporting any genuine grievances to those who have the authority to resolve such matters in accordance with the letter and spirit of MLC 2006.”

Sri Lanka opens new container terminal at Colombo Port

Sri Lankan President Mahinda Rajapaksa has opened a $500m container terminal at Colombo Port.

The South Container Terminal was built and is operated by Colombo International Container Terminals (CICT), a joint venture between China Merchant Holdings International and the Sri Lanka Ports Authority.

The South Container Terminal will have a capacity to handle 2.4 million containers per year and is expected to increase Colombo's container capacity by about half.

The terminal is part of the expansion of the port, which can now handle mega ships of over 18,000teu capacity.

Colombo Port now features a new breakwater spanning 400m, a deeper basin, three new terminals and facilities to send goods faster to other ports in the region.

The East and West container terminals are currently in the planning stages.

After completion, the three terminals are expected to add a combined container handling capacity of 7.2 million TEUs to existing port operations.

Construction of the South Container Terminal was funded by $500m of private sector investment secured by CICT.

ADB vice president Xiaoyu Zhao said the new facilities at Colombo Port will help it serve the Indian subcontinent.

"The enhanced deepwater facilities at Colombo Port will strengthen its strategic position on the key Asia-Europe shipping route, and would significantly boost regional trade," Zhao said.
