CEBU, Philippines - Philippine authorities Friday began a formal inquiry into a collision between a ferry and a cargo ship which killed at least 80 people and left 40 missing, as they considered calling off the search for survivors.

Local media reported that during the inquiry both captains said they were in the correct sea lane and had tried to reach each other by radio but failed to make contact.

A total of 750 passengers and crew of the 870 on board the ferry were rescued. Many of those still missing are suspected to have become trapped inside the sunken wreck.

The cargo vessel, ‘Sulpicio Express 7’, was damaged but did not sink.

Ferries are one of the main forms of transport across the archipelago of more than 7,100 islands, particularly for the millions who cannot afford to fly. But sea accidents are common in the Philippines, with poor safety standards and lax enforcement typically to blame. - Rappler.com

Could the latest deadly ship collision in the Philippines involving a Sulpicio vessel finally be the accident that breaks the carrier’s back?

Four years ago Sulpicio Lines changed its name to Philippine Span Asia Carrier Corp (PSACC), but that doesn’t appear to have altered the carrier’s unfortunate penchant for being involved in fatal accidents.

On Friday, 55 people died and 65 are still missing after PSACC cargo ship Sulpicio Express Siete collided with the ferry, St Thomas of Aquinas, in a busy shipping channel off Cebu. Rescue operations are continuing, although the focus is now on recovery rather than rescue.

The company name change came after one of its ferries capsized in June 2008 with a large loss of life. Princess of the Stars was on the way from Manila to Cebu City during Typhoon Fengshen when it capsized off the coast of San Fernando. More than 800 people died.

A marine inquiry found Sulpicio Lines and the captain liable and recommended suspending the carrier’s license. Undeterred, Sulpico changed its name to PSACC and continued to operate.

But the company ascended to the pinnacle of maritime notoriety in what is known as the worst maritime accident outside wartime. The Manila-bound Dona Paz ferry collided with oil tanker Vector in the Tablas Strait, caught fire and sank. The ferry was licensed to carry 1,500 passengers and its manifest recorded about 1,700, but it is estimated the death toll was 4,375 after evidence was collected from relatives, survivors and rescuers. Of the 24 passengers from the Dona Paz that survived, only five were on the manifest.

Incredibly, Dona Paz had no radio and it was eight hours before the Philippine authorities heard of the accident, and another eight hours before rescue vessels could reach the scene.

Just a year later in October 1988, the inter-island ferry Dona Marilyn left Manila and was also caught by a typhoon, this one called Typhoon Unsang, going down with 389 people. We should point out that the Philippines is hit by almost every typhoon that develops in Asia every year, so it is not an unusual weather phenomenon in this part of the world.

For Sulpicio, or PSACC, Sulpicio Express Siete on Friday joined the growing list of company ships involved in deadly accidents. Yet with more than 7,000 islands, sea transport is critical to the Philippines, and that would appear to be incentive enough to crack down on safety.

IMU graduates left without proof of degree

Among the first things a potential employer asks a graduate is a degree certificate, and most graduates of the Indian Maritime University (IMU) in recent years are unable to produce one. The delay in awarding of their degree certificates, say graduates, is the reason why most of them are unemployed till now.

“The shipping sector has very few jobs on offer these days. We are offered not more than Rs. 8,000 (US$152) a month, despite being a management graduate. And employers, mostly shipping companies, don’t even want to consider candidates who do not have all the necessary certificates, especially their degree certificate,” said a woman who finished her MBA in port management two years ago, and is yet to receive her degree certificate.

IMU offers management courses in international maritime law and port management. The institute has at least 70 students graduating in management from each of its six campuses every year and several others in courses pertaining to nautical sciences.
“They have given me a letter stating I have completed my MBA. It has no details about my course structure or marks. No employer takes it
seriously,” the graduate said.

Officials at the institute said they had been providing provisional marksheets and were in the process of getting degree certificates ready. Those who graduated from the five other campuses of IMU are awaiting their degree certificates too.
“Officials here tell us the certificates have to come from Chennai and they cannot do anything about it. Most of us have given up hope,” said a 2011 graduate of the Cochin IMU.

“We have to run after the officials to get our marksheets months after the exams get over. The delay is the reason why many of us are not even to go on the sea to finish our mandatory sea time, because even the companies offering training at sea insist on knowing if we have cleared certain practical subjects,” said a student of nautical sciences.

One of the senior members of the executive council of IMU, James Joseph, who resigned recently and attributed his resignation to high-handedness by some shipping ministry officials with regard to the affairs of the university, said he was aware of the problem faced by the graduates.

“The central university has a whole range of issues which have affected the future of students gravely. It is time the government appointed proper heads to review its proceedings,” he said.

The university, ever since its inception in 2008, has been embroiled in various controversies, starting from a raid by Income Tax officials on its campus to the recent resignation of vice-chancellor G. Raghuram, following allegations of irregularities in the recruitment of 32 teachers.
