装镍检测欠妥导致海难

1. 国际干散货船东协会(Intercargo) 7日警告称,在潮湿天气运输镍矿石的海员面临莫大危险,去六个星期已有三艘此类船只倾覆,44人死亡。国际干散货船东协会并敦促船主和港口工作人员重新审查运输镍矿船只的测试和安全检查程序,允许独立调查人员测试货物。该组织称,自从10月底已有三艘装载镍矿石的中国船只翻船,这三艘船都是在印度尼西亚装货,运往中国的钢铁厂。

Intercargo calls for action
Dry bulk industry association Intercargo has hit out at the recent spate of bulk carrier losses linked to the transportation of nickel ore.
Following the sinking of the 50,000-dwt “Hong Wei” (built 2001) on Friday, the third bulk carrier to go down off Taiwan with a nickel ore cargo, secretary general Rob Lomas said the situation is “completely unacceptable.”
Fourty-four seafarers are feared dead in the three recent accidents which also include the loss of the 45,000-dwt “Jian Fu Star” (built 1981) and virtually new 56,000-dwt ” Nasco Diamond” (built 2009).
Lomas said there needs to be a review of testing and safety procedures for nickel ore, which can liquefy when its moisture content is too high. This can result in stability problems for ships.
Lomas called on shipowners to “consider the risks associated with these cargoes – known officially as cargoes which may liquefy – and for governments and their competent authorities to re-check the safety processes at the port of loading before accepting cargoes".
He added: “We know that all shipowners of quality care about the safety of their seafarers and what has occurred in the last 39 days is completely unacceptable.”
Just last week he told the International Maritime Organisations (IMO) Maritime Safety Committee that State authorities needed to step in and make sure cargoes are being correctly tested.
He said: “Testing process must be enforced in the ports so that in risk assessing the cargoes, owners and masters will have confidence in the shippers’ declarations and testing techniques.
“Sadly some shipowners may not have the relevant experience or knowledge in interpreting the IMBC and may accept cargoes which are unsafe.
“But we need to receive the assurances of competent authorities in the exporting countries that their procedures and processes have integrity and transparency so that this message is received and most importantly believed by the shipowners. Competent authorities are key to ensuring that seafarers’ lives are not put in peril.”
