Malacca Straits transits hit all time high in 2013, pass 2008 peak

The key waterway linking Asian and European trade, the Malacca Straits, is a barometer for the health of world trade. Traffic volumes in the Straits peaked in 2008, falling back sharply in 2009 as the global financial crisis took its toll on trade, however, last year saw transits of the waterway reach an all time high surpassing the 2008 peak.
According to data from the Marine Department of Malaysia’s STRAITREP reporting system, compiled by the Nippon Maritime Center (NMC) in Singapore, there were 77,973 transits of the Malacca Strait last year by vessels of 300 gt or more, passing the previous high of 76,381 in 2008.
Traffic volumes in the Straits grew 22% during in the so-called super-cycle that shipping experienced from 2005 – 2008, with the number of transits growing from 62,621 in 2005 to 76,381 in 2008. However, 2009 the number of transits fell to 71,359 a year when global trade fell 12% compared to 2008. Since 2009 the number of transits of the Malacca Straits has steadily increased with the exception of a slight dip in 2011.
“The declining trend due to the 2008 financial crisis mainly affected container ships and car carriers, however VLCC traffic continued to show a strong 20% growth in the last five years. Bulk carrier traffic also showed strong growth of 23%, and tankers showed 15% growth in the last five years,” the report by NMC noted.
The increased traffic volumes on the key waterway is good news in terms of the balance of demand and supply in shipping although does present increasing challenges in terms of safety of navigation, particularly in the large tanker segment, where the deepwater route is little more than 1 km wide at its narrowest point. The alternative route to Malacca Straits for tankers from the Middle East would be the Lombok Straits which adds roughly 1,000 miles and three days additional steaming time, not accounting for slow steaming.
The number of VLCCs transits the straits hit 4,825 last year, an average of 13.2 transits a day, with the growth in Chinese crude oil imports from the Middle East seen as a major driver. Unlike many other vessel types transits for VLCCs grew even during 2009.
“China has been steadily building up its crude oil refining capacity in the last five years and is forecast to handle 12m barrels per day or equivalent of six VLCCs by year 2015. The Middle East still supplies more than half of China’s oil imports,” the report said.
Container ship transit numbers are still lower than the peak of 26,359 in 2008, and last year stood at 24,658. However, containerships have witnessed significant size growth in that time with the emergence of the ultra-large boxships of 13,000 teu and greater, and such tonnage is deployed solely on the Asia – Europe trade. 律宾

Intermanager Urges Calm over Possible Filipino Officer Ban

Managers should put in place sensible contingency plans to guard against a worst-case scenario should Filipino officers potentially find themselves banned from working on EU-flagged vessels. This follows concerns raised by the European Maritime Safety Agency (EMSA) over the ability of the Philippine MShip maritime Administration to fully and effectively implement all provisions of the STCW Convention.
This call by InterManager is intended to put perspective on anxieties about what the EU may ultimately decide with regard to the results of EMSA’s most recent audit of the Philippines in October 2013. Meantime, the Philippine Government and industry representatives are working hand-in-hand to rectify original EMSA findings and Philippine sources are confident this continuing effort and work in progress will achieve the desired results for all stakeholders.
To mitigate the immediate impact of any possible ban that may be promulgated by the EU, InterManager is calling on all ship managers to ensure their Filipino officers have extended the validity of their CoCs prior to any ban coming into force. The EU has indicated that, if ever a ban were to take effect, this would not be levied against valid and active CoCs. By extending the validity of their CoCs, the Filipino officers are able to gain a maximum five year period of grace. Should the EU ever implement a ban, a subsequent resolution may likely be found within the five year grace period. Georgia, which has recently been subjected to a similar ban, resolved its shortcomings within two years.
Owners and managers should also look to hold discussions with various Port State Control MOUs to extend this five year window to Filipino officers serving on non-EU flagged vessels which may call on EU ports.

The Korean shipowner will sell the seven wholly owned ships and part shares in two others to IMM Investments for KRW 1.1 trillion ($1.03bn), it confirmed in a statement today.
When the deal goes through in the next few months, HMM will have raised a third of the KRW 3.3 trillion it had been targeting from asset sales.
The company has been under pressure to cut costs following two straight years of losses.

MPA gets serious
The Maritime and Port Authority of Singapore (MPA) is meeting shipping industry players after launching a probe into recent accidents in its waters.
It said there had been three collisions resulting in oil spills in recent weeks and it has begun “conducting investigations to determine the causes of the collisions and if there were systemic issues that need to be addressed.”
In the meantime, it is conducting briefings with owners, managers, charterers and agents to reinforce the importance of the safety of navigation in the Singapore Strait
Circulars will be sent out on navigational safety and the port operations control centre will start broadcasts on "the importance of safe navigation and vigilance."
It added: "MPA is gravely concerned about the recent incidents in Singapore's waters. We are working with the Singapore Shipping Association (SSA) to take immediate steps to raise the level of awareness of navigational safety in the shipping community.”
The latest incident on Monday saw the 2,959-teu Hammonia Thracium (built 1997) and the 12,100-dwt chemical tanker Zoey (built 2011) collide, resulting in a spill of fuel.

3. GENERAL COMMENT
With the Chinese New Year celebration taken place over the last week, the newbuilding order activity has slowed down. We do however expect the activity to accelerate over the next weeks. Interesting to notice that Coscoshipping has released a 3 year fleet renewal program sparked by the Chinese government subsidy scheme for scrapping old tonnage and replacing them
with new Eco-version vessels from state owned domestic yards. Their newbuilding plan consist of abt. 100 vessels, and their order confirmed this week at CSSC Hudong for five 9400 TEU Container vessels is a part of this program. We expect prices to continue the firm trend backed on the strong demand.
