Beidou system standard ratified by global maritime agency

The International Maritime Organization has ratified the performance standard of a receiver of China's shipborne Beidou Navigation Satellite System (BDS), the Ministry of Transport revealed.

This is the first BDS to be standard approved by an international organization. It marks the first step for China's homegrown system in its quest to go global, according to the ministry.
The move is key to the application of BDS in the international maritime field and its industrial development, the ministry said.
The first satellite for the BDS plan was launched in 2000. China wants to expand the regional navigation system to global coverage by around 2020.
Also on Wednesday, BDS spokesperson Ran Chengqi said at a symposium in Nanjing that China has started the last phase of the BDS development plan, and is expanding the system's market share at home.
As of the end of March, the sale of BDS/GNSS (Global Navigation Satellite System) modules exceeded two million, Ran said.
Moreover, he said that over 40 million mobile phones with Beidou positioning function have been put into market, and vehicle-mounted BDS navigators designed for more than 200 automobile types have been on sale.

Neptune Orient Lines Has Sunk By 55% In Three Years: Can It Ever Recover?

Neptune Orient Lines was once a proud representative of Singapore in the container shipping industry. Today, it’s a shadow of its former self, having suffered pre-tax losses for three consecutive years between 2011 and 2013. Its latest first quarter results for 2014 also showed no sign of any imminent turnaround with its quarterly losses coming in at US$97.9 million, a far cry from the quarterly profit of US$75.5 million it had earned a year ago.
In a reflection of the sorry state of its business, shares of the shipping firm have sunk by 55% to S$0.98 since the start of 2011. By way of comparison, the Straits Times Index (SGX: ^STI) has actually inched up by 2.7% to 3,275 points in the same time frame.
Neptune Orient Lines currently has two major business segments: Container Liners, and Logistics. The container liner business brings in much higher revenue between the two but unfortunately, is the more problematic one as well.
What has happened in the shipping industry?
The shipping industry has been in a slump for some years now. Prior to the Global Financial Crisis of 2008-09, many large liner companies had over extended themselves in the name of expansion and are now suffering; many of those companies are facing bankruptcy with fleet rates remaining weak. Neptune Orient Lines, though not in a situation as dire as having to declare bankruptcy, is quite clearly not lying on a bed of roses either.

Neptune Orient Lines’ troubles
To give an idea of the magnitude of the troubles facing the company, its container liner business had accumulated more than US$800 million in pre-tax losses between 2011 and 2013. And that’s piled on top of a huge debt load (at last count, the company’s total borrowings stood at US$4.7 billion; in comparison, cash only amounted to US$605 million) and a weak macro environment for the shipping industry.
In light of such figures, it’s perhaps fair to ask: Is Neptune Orient Lines facing a cyclical issue or is the company suffering from a structural problem with its business model. The distinction is important because the former would likely see the company’s business improve once the shipping cycle turns; the latter however, might result in the company’s business never recovering.
Neptune Orient Lines’ response
The company has always prided itself for being a high quality service provider for the shipping industry. However, in an environment where there’s fierce competition stemming from an oversupply of ships, it’s the customers that seem to have more bargaining power. In such a situation, being the lowest-cost service provider might be more important than aiming to deliver higher quality service.
APL, the shipping and container liner arm of Neptune Orient Lines, realized this issue and had announced in January this year that it would be restructuring to ensure that it would be able to compete more effectively in this highly competitive, price-conscious environment. As part of the restructure, APL will be focusing more on cost management and market responsiveness in delivering its services to customers.
The success or failure of APL’s restructuring bears watching from investors: If the company is not able to compete more effectively in this market environment, it might find itself facing even more pressure as its debts pile up.

Elsewhere in Neptune Orient Lines, the company does have a high quality business in its logistics arm. Revenue at the segment has grown from US$1.26 billion in 2010 to US$1.59 billion in 2013; in comparison, revenue at the container liner arm has declined from US$8.29 billion to US$7.33 billion in the same period. Although the logistics business is still relatively small in terms of Neptune Orient Lines’ total revenue, the profits it can generate helps provide much needed support in the company’s quest to turn its container liner business around.
Foolish Summary

Although Neptune Orient Lines can hardly be faulted for the stormy state of the shipping industry’s down turn, cost controls are still within its jurisdiction to a large extent. If it’s not able to control its costs and streamline its container liner business, it might just find itself having to answer to its creditors before the industry can turnaround.

China Shipping inks $8bn debt deal with China Development Bank

China Shipping (Group) Company has signed an agreement with China Development Bank to borrow up to RMB50bn ($8bn) over the next five years.
China Shipping said the funds would provide sound financial support for the shipping conglomerate to continue with its business expansion.
The shipping group also believed that agreement would be mutually beneficial and raise the market competitiveness for both parties, China Shipping said on its website.

BBC May 21: The crew of the QE2 in Dubai is on strike ahead of plans to sail it to China to be refitted as floating hotel. Ukrainian workers on the former Southampton-based Cunard ship said they were not paid in March or April. Owners Oceanic Group said an agency had been paid and blamed the political situation in Ukraine for difficulties in dealing with crew issues. It said it was still planning on eventually locating the liner in Hong Kong or Singapore.
The BBC has obtained a letter from the Ukrainian captain to the ship's owners stating the 48-strong crew has been on strike since 15 May. Winnie Ip, vice chairman of owners QE2 Holdings Ltd, said: "We are waiting for new crew to replace the existing ones on a sign-on/sign-off rotation basis, but, given the present political situation in Ukraine, it is difficult and a little slow."
She said the consortium was still committed to sailing the liner to a Shanghai shipyard under its own steam for the refit. Its 900 cabins are to be converted into 400 larger suites as part of the planned £62m conversion work.

A car carrier owned by Nobu Su's embattled Today Makes Tomorrow (TMT) is to be auctioned off next month in Antwerp, Belgium.

TMT's 72,400-gt vehicle carrier C Ladybug (built 2011)

UK shop Clarksons has been appointed the exclusive broker for the sale of the 7,600-ceu C Ladybug (built 2011) on 12 June at the Crowne Plaza Hotel.

The ship is alongside at Antwerp, with inspections invited.

It has $55.3m in claims against it from six companies.

The vessel was one of three ordered arrested by US bankruptcy Judge Marvin Isgur on behalf of two Taiwanese lenders, Mega International Commercial Bank and Cathay United Bank.

TMT had been seeking to restart the vessels and put them into a liner service, as they had operated previously.

Boiler exploded on board of container ship YM Uniformity on May 19 in Elbe estuary, reported vesseltracker.com citing German media. Vessel is understood to be underway when explosion occurred, but managed to reach Cuxhaven anchorage. One either engineer or motorman was seriously injured and medevaced by a helicopter. Vessel was en route from Hamburg to Rotterdam.

An oil tanker has exploded off the coast of Japan leaving four of the eight crew members seriously injured and one missing, the ship's captain.

The 1995-built 2,242 dwt ‘Shoko Maru’ was off the coast of Hyogo prefecture when the ship exploded at around 0900 hrs local time (0000 GMT) on 29 May.

Latest reports indicate that the ship is still in flames and that it has been gutted by the explosion and subsequent fire, leaving it listing heavily.

The tanker had unloaded its cargo at Hyogo before the incident. The ship was largely empty and being cleaned when the explosion occurred, with some crew members on deck.

An employee of Syoho Shipping Company, which owns the ship, told the AFP news agency: "I heard that a crew member was using a grinder to remove paint and that seems to have triggered the blast, which we believe could have occurred when the remnants of the oil caught fire."

A Chinese tanker suffered an explosion some 9 nm off Jeju island on May 22, when two crew were fixing air conditioning system, reported Korean media. Both crew were injured and airlifted to hospital, both died. The name of the tanker remained unknown, either because media didn’t publish it, or because it’s hidden in Korean-Latin transliteration. 3700 dwt tanker is China-flagged, en route from Zhangjiagang , Jiangsu Province, China, to Yeosu, Korea.

3. GENERAL COMMENT

It´s been a week dominated by Ethylene carriers, 8 in total. The orders were placed at the two most active shipyards in China for this type of tonnage, namely Jiangnan and Sinopacific. On the dry bulk side Ronsgsheng is rumored to have secured 24 Ultramax carriers from unnamed buyer. The price is said to be USD 27.8 mill with deliveries stretching into 2017.

A quiet start into the week in Feast, some fresh Indonesian coal order in the market. For trips within SE.Asia Supras are trading Arnd 10-10,500. Vessels open Singapore can achieve arnd 11.5-12K for trips Via Indo to N.China or India. For sand biz back to Singapore vessel open Singapore can get arnd 9K where vessel open in Thailand got fixed at above 11K. S.Africa is relatively

stable at 12K + 200K BB. For short period large Supras open SE.Asia got fixed at arnd 13K India is inactive, nothing happening in WCI due to the starting Monsoon season And vessel ECI are ballasting towards Singapore or S.Africa. In the Atlantic we see increased activity and rates picking up for USG and NCSA cargoes. Period market remain silent but some deals have been concluded in region of USd 13 and 14k depending size andspecs.

Panamax

After last weeks considerable rate increase this week started off at the same pace. At time of writing rates are up abt Usd 1000 w-o-w for the TAs, but it now feels to be a bit toppish. This is also the case for the Pacific trades, and it seems that this is much lead by the sudden decrease in FFA values overnight. Are we in for a downward trend again or is this a natural breather with rates increasing too fast we will see later on this week. Worth mentioning is the volume of fresh cargoes in the market and the ECSA/China is keeping pretty stable at 15k + Usd 500k GBB. The gap between bid/ask in Atlantic is 8 vs 10/11k and in the Pacific we see the same tendency with a middle value at abt Usd 8k. The period market has been somewhat active in both hemispheres with fixtures being done at above 14k for Atlantic delivery for 11/14 mos while the Feast delivery is trading around Usd 12500 for same.

Capesize

Rates are still under pressure. Activity out of West Australia remains steady with all the majors active this week, however rate levels have still decreased from upper USD 7s to low USD 7s pmt. This is mainly due to lack of demand for other business such as fronthaul; which is still more or less non existing; backhaul as well as general pacific requirements. It is a good number of coal cargoes being quoted out of East Coast Australia, although some of these do not materialized.
