By the established deadline of 31 March 2015, the International Maritime Organization (IMO) has received the nominations of six candidates, nominated by their Governments for the position of Secretary-General of IMO.
The election for the post will be held at the 114th session of the 40-Member strong IMO Council, which meets from 29 June to 3 July 2015. The decision of the Council will be submitted to the IMO Assembly, which meets for its 29th session from 23 November to 2 December 2015, for its approval.

低迷的运价对公司的拖累

2. 全球首艘甲醇动力船即将投入运营 |
全球最大轮渡公司之一Stena Line日前宣布,该公司旗下渡轮Stena Germanica号已于3月26日完成改装,这是世界上第一艘甲醇动力船。Stena Germanica号由波兰Remontowa船厂在为期6周的改装之后成功下水,将投入德国基尔港和瑞典哥德堡港之间运营。该船长240米,建于2001年,能够搭载1500名乘客。Stena Germanica号采用瓦锡兰提供的双燃料发动机,该双燃料发动机采用甲醇作为船舶主要燃料,同时也可使用船用轻柴油(MGO)作为备用燃料。
虽然甲醇可以提供类似于LNG的环境优势,但处理方法更为简便,而且对基础设施的要求也更加简单。甲醇可以利用天然气、煤炭、生物量甚至利用二氧化碳生产。

总部设于台北的长荣海运(Evergreen)正强势逆转超大集装箱船的投资潮,拟掷7亿巨资打造一系列3000标箱的船舶。这家台资运营商十分看重亚洲地区的未来潜力,除了计划在当地部署大型集装箱船外,也希望能尽早接付上述新船。
知情人士透露,该公司正就20艘3000标箱船的订单,与来自韩国、中国台湾以及日本的船厂洽谈。据经纪商估计,这些集装箱船的造价应为每艘3500万美元。
消息显示,长荣接洽的船厂包括现代尾浦(HMD)、今治造船(Imabari)以及***际造船公司(CSBC)。中标名单最早会在本月月底公布。此外,长荣也在考虑是直接订造,还是通过第三方船东下单。它近期在订造超大船方面,就倾向采用租用的策略。
一位业内人士称,“我们估计,长荣是打算利用这20艘新船,开辟新的服务航线。”该船厂官员在接受《贸易风》采访时,以保密条款为由拒绝置评。但根据了解到的信息,长荣要求的交付时间相对较早,为2016与2017年。
据业内专家透露,近几周来,针对支线集装箱船订单的询价请求正不断增多。目前,班轮公司都很担心小型集装箱船订单匮乏的情况,一位消息人士称。“此外,很多这类船舶都呈老龄化趋势,所以亟需替换。”近期出现的一种趋势是,公司常会为亚洲区间航线、亚洲至非洲航线以及中国国内航线,部署巴拿马型集装箱船。在过去,它们一般会投放小于2500标箱的灵便型船。
对于希望在亚洲扩大存在的雄心,长荣从不刻意掩饰。就在不久前,它刚开辟了一条连接台湾、蛇口与马六甲海峡的新航线,并为此投放3艘1600标箱的船舶。
超大船方面,该公司年初时曾向日本正荣汽船(Shoei Kisen Kaisha)豪租11艘1.8万标箱的在建集装箱船。它们目前由今治造船承建,交付期定于2018与2019年。此外,长荣还定于2016年从三星重工接付5艘1.4万标箱的新船。它们是从希腊船东Costamare手中长租租入。长荣去年业绩报涨1.31亿美元,回归正盈利。其全年斩获净利20.5亿台币(约合6551万美元),而2013年为亏损20.4亿台币。

近日,青岛港正联手全球顶级船公司、码头公司共同打造亚洲首个集装箱自动化码头,预计明年年底建成投产,迈入真正意义上的“大船时代”。 自动化码头投入运营后,预计人员将减少70%以上,效率提高30%。
为迎接“大船时代”的到来,在建设中的自动化码头以先进、可靠、高效和绿色为建设理念,运用现代IT技术、自动控制技术、网络技术和人工智能技术,实现了生产指挥系统智能化。
青岛港集团董事长郑明辉称,除作业安全规范要求的必须有人工监控操作的环节外,整个码头作业实现了全过程全自动,此举减少人员70%以上,提高效率30%。
目前码头平面布局已经敲定,土建施工已经开始,设备方面正在进行沟通,预计明年年底建成投产,对青岛港的发展将起到重要作用。对此,郑明辉董事长表示,青岛港致力于打造亚洲首个真正意义上的集装箱自动化码头,效率更高、更先进、更加节能环保,在国际国内都具备广泛影响力,为全球、中国自动化码头建设提供服务借鉴。
同时,青岛港将自动化码头建设作为长远可持续发展的重要切入和战略支撑,成为港口发展史的新起点,不仅实现港口长远发展,更为股东方创造更 好效益。
此外,郑明辉称建设自动化码头是现代港口发展的方向和必由之路,也是青岛港转型升级的必然选择。目前青岛港正联手迪拜国际、中远、马士基、泛亚、招商国际、中海等全球顶级的船公司、码头公司共同投资、开发建设和运营前湾港区集装箱自动化码头项目。

1. 温哥华英吉利海湾燃油泄漏 污染海域一片漆黑

当地时间4月9日,温哥华市政府对外证实,此前一天下午,温哥华英吉利海湾发生燃油泄漏事件,市政府在4月9日清晨6时许发出警报呼吁民众远离事故水域。温哥华市政府紧急应对部门称,泄漏的是船用燃油,这种燃油有毒。
当地警方称,肉眼可见水面上有一片一片的油污。社交网站上贴出的照片和视频显示,油污正随着海浪冲向岸边。海岸警卫队则称,从4月8日下午5时许开始,注意 到水面上出现油污,到4月9日清晨,油污水域面积远比先前报道的要大得多。温哥华市政府证实,这些燃油漂浮在水面上,光泽可见,随波逐流。
据悉,发现油污后,当地已经立即启动了水面清理工作,加拿大西海岸警卫队和西岸海上应急公司正在水面作业,紧急清理油污。出事水域一艘名为 ‘MARATHASSA’的谷物运输船被认为与此次燃油泄漏有关,该船只被油污环绕,但温哥华港务局发言人John Parker-Jervis表示,燃油泄漏是否来自这艘船,尚待确认。

5. CHARTERING- Dry bulk (2015-03-25)

It seems to be some stand off between owners and charterers in both hemispheres this week. Owners are raising their rates while charterers are holding back for the lower levels. In the Atlantic the rates for TArv are unchanged since last week and still being fixed at ard USD 6,800. With the increased grain activity we see the Fhaul rates climbing some and being concluded at around USD 8,900 to low 9k depending on specs_ and delivery. In the Pacific it also remains flat but owners are asking USD 8k for Indo/ India coal cargoes while the charterers are still holding out for concluding below the 7k mark. The Aussie rounds are being fixed in the mid 7k range while the period market seeing next to non activity.
Panamax
After a quiet and unexciting week we see some signs of improvement in rates. TA s are up abt USD 1200 w-o-w much lead by the increased grain activity into Cont/Med. Vessels are being absorbed by increased volumes of grain cargoes, affecting the regular trades in the Atlantic. The ECSA/Feast grain market is back at ard USD 12k+USD 200k or 7.000 + DOP India for regular pmaxes while the bigger kamsarmaxes achieve even better returns. USG/China is being concluded at around USD 10k DOP Cont/Gib. In the Pacific we see a flat and unexciting market where the rounds are still beeing concluded at an unexciting USD 4k + BB APS. The period market is slow but some fixtures have been concluded. A kamsarmax was reported at time of writing for 1 year TC with India delivery at USD 7,650.
Capesize
Unbelievably the Capesize market has managed to soften slightly since the middle of last week, but thankfully there are signs of a firmer sentiment which is slowly translating into slightly improved numbers. There has been relatively healthy volumes in心the Pacific, and with owners opting not to ballast towards South Africa, the number of idle/spot units has been reduced. Having said that there is still a massive oversupply and this will likely quell any real market bull drive beyond Opex numbers. One the demand side there are a number of minor miners, who are struggling or have already halted operations due to the low ore price, and the Majors will easily be able to pick up the slack if these volumes need to be moved at all. In general terms it is now both the supply and demand side that are now suffering heavily.
CHARTERING-Tankers
Crude- VLCC
After the Easter holidays activity started to increase in earnest ex MEG. The tonnage list turned out to be tighter and thinner than previously expected and owners started to hold back hard to gain momentum. The charterers kept showing fresh and firm business and the sentiment strengthened rather sharply and rates kept moving up to earnings abt $60k/day for MEG/East voyages . The monthly volumes had been lagging for quite some time and we still only have some 110 deals done for the month when activity has taken a rather abrupt halt prior to the May-stem confirmations. We therefore have a bit of a battle of the minds out there for the time being with owners hoping for quite a lot more to be done which may not be the case for April, though remains to be seen. Owners watching carefully for any early starts of the May program,, which could propel the already firm sentiment. The thin list of tonnage available has also inflicted on WAfr/East where we have seen charterers actively working on forward dates to be able to secure tonnage, and rates firming and mirroring MEG/East earnings. We have experienced an active fixing week on Suezmaxes especially from West Africa for laycan in the 3rd decade, but with an overhang of tonnage and also due to limited activity in other typical load伏into May basis TD 20 as volumes are expected to increase from previous month. We also expect more activity from other load areas. With the Arb open again, we will also see a bigger draw of tonnage going for east destination taking more tonnage out of the west areas. North Sea and Baltic Aframaxes have had a lot of tonnage leaving the area last few weeks. As a result of a slimmer tonnage list combined with a fairly busy North sea and Baltic program rates move significantlys for 2nd half April laycan's. Present levels could be maintained with first days May program for Primorsk and Ust Luga, end month Fuel and xnsea cargoes still to come. In the Med/Bsea we have seen increasing cargo activity the last week. Owners have managed to put pressure on charterers as the list of available tonnage is looking thinner for end-month loading. Libya has been more active, and together with a busier bsea-programme and a slow turnaround in key ports in the med, market is lookingquite firm throughout april.
CHARTERING-GAS
The highlight of the week was obviously BW LPG's announcement that they had secured 4 VLGC NB resales directly from DSME after original contractor had failed to come up with the 2ndpayment, and the yard had taken control of the vessels as well as collected the 10% deposit at an earlier stage. BW LPG will get the four favourably priced vessels, USD 72.5 Mill per ship, from the yard between July and December 2016. Several (other) owners would have taken those NBs at that price had they been given the opportunity but a few also commented it is nice they ended in the hands of an independent owner rather than being potential loose cannons in the market ahead. The spot market has not been particularly busy, rates did not change much at all over the week. It is interesting to see that owners turn down USG/Far East spot deals - a 3 to 4 months' round voyage - for loading in May, at rates returning in excess of USD 2.0 mill/month net. It will be interesting to see whether it is a wise decision to have that much confidence in the spot market's ability to strengthen into the summer.
